Clara Luper was born in rural Okfuskee County, Oklahoma, in and raised in Hoffman. She attended high school in nearby Grayson, an all-Black town. At the time, segregation of facilities based on race included schools, hospitals, restrooms, drinking fountains, and restaurants.
